Metsähallitus’s strategy: Fostering our Future
Metsähallitus is a state-owned enterprise whose task is to use, manage and protect state-owned land and water areas in a sustainable manner. The objective of the activities of Metsähallitus is to take care of natural values and our shared wealth responsibly across generations.
The Fostering our Future strategy defines our key objectives and the policies concerning our activities. The strategy takes into account the new outlines for the ownership policy and the changing operating environment, and it promotes the realisation of international agreements, such as the UN Sustainable Development Goals.
Our shared vision is to foster our future. The vision is governed by four social impact objectives: green growth, carbon-neutral Finland, healthy nature and the happiest people in the world.
The objectives of the Fostering our Future strategy are
- well-being is built on green growth in a sustainable manner.
- Finland will achieve its ambitious climate targets and become carbon neutral by 2035.
- nature will be healthy, and biodiversity will be increased.
- the world’s happiest people will continue to lead their lives in Finland enjoying nature and the well-being it brings.
Metsähallitus will not achieve these objectives alone; state-owned land and water areas and thus our activities play a key role in achieving all these objectives.
Six strategic main themes guide our activities
To realise our vision, we have identified six strategic main themes that include more detailed strategic objectives and strategic indicators monitoring their realisation.
These main themes – green growth, climate and biodiversity and well-being, safety and security – reflect the strategic objectives that will result in our activities producing value for nature, people and society. Other themes – customer orientation, responsibility and cooperation, competent and equal personnel and productivity and impact – are cross cutting and reflect our success in our task and how we should develop our activities.
The objectives related to strategic themes
Green growth
means that we use state-owned land and water areas sustainably to fulfil the needs of the Finnish society. Our task as an enterprise is to provide the state owner with economic value.
Our objective is to
- improve the financial results and increase the Group’s turnover in a versatile manner by utilising the opportunities offered by the bioeconomy, the green transition and new forms of financing.
- support regional economy and create the preconditions for growth through sustainable solutions for the use of areas.
- take advantage of the opportunities for increasing renewable energy capacity in state-owned land and water areas.
Climate and biodiversity
Climate change and biodiversity loss are interrelated and pose the greatest risks to humanity on the global scale. We utilise research evidence and constantly seek new solutions to these challenges.
Our objective is to
- safeguard and improve biodiversity on state-owned land and water areas.
- build up the carbon sinks of multiple-use forests and the carbon storage in trees on state-owned land by 10% by the year 2035.
- promote forests’ growth and health and ensure adaptation to climate change.
Well-being, safety and security
Nature is important for people’s well-being, and national security stabilises our society.
Our objective is to
- gain stakeholders’ trust through successful reconciling and cooperation.
- promote well-being by nurturing sustainable relationships with nature, promoting responsible outdoor activities and ensuring the preconditions for recreation and wilderness activities.
- support national security and security of supply.
Customer orientation, responsibility and cooperation
We succeed together with our clients and partners.

- know our clients and value chains both locally and globally and develop our operations in a client-oriented manner.
